Justin Sydnor, PhD

Keynote speaker, Justin Sydnor, PhD, will give his presentation entitled, “Rethinking the Design of Health Insurance,” during Research Day 2026, happening on Friday, April 10, 2026.

For many years, there has been a proliferation of health insurance plans with significant cost-sharing, via high deductibles and out-of-pocket limits, for patients and a push for systems that ask people to make choices across health plans with different levels of insurance coverage. Dr. Sydnor will share research from behavioral health economics that has highlighted significant problems with both high cost sharing insurance designs and the push toward consumer choice in health insurance. He will discuss the implications of these findings for health policy more broadly.

Dr. Sydnor holds the American Family Insurance Distinguished Chair in Risk Management and Insurance at the Wisconsin School of Business at the University of Wisconsin-Madison. He is an expert in behavioral economics and his research agenda spans health insurance and broader health economics topics, including studies of decision-making and health-behavior change. He is a research associate at the National Bureau of Economic Research in the Health Economics area, a member of the external advisory board for the Penn Royball Center on Behavioral Economics and Health and a member of the behavioral economics task force for the American Heart Association Food Is Medicine initiative.
